I want to plant a tree between two houses to provide privacy. The tree
should be tall and narrow, not too expensive, and hardy. Any suggestions?

Your best bet is to go to a nursery (not C Tire or Kent) and ask them.
They can advise you of the best tree for the conditions (wet/dry,
sunny/shaded etc).

Don't get one of those cedar type you see around. They simply don't do
that well here.
